»FAA Announces New York UAS Test Site Now Operational
Griffiss International Airport UAS test site in Rome, N.Y., is ready
to conduct research vital to integrating UAS into the national airspace system (NAS)
is the fifth of six test sites to become operational
in addition to providing invaluable information for the integration of UAS into the NAS,
the research at the Griffiss test site will evaluate methods for scouting agricultural fields
using different types of sensors, including visual, thermal and multispectral equipment,
which will benefit farmers regionally and nationally

the research will enhance current methods of monitoring crops and
provide additional information for continuing field research efforts

Transportation Secretary Anthony Foxx:
�The safe integration of unmanned aircraft into the NAS is our number one priority,
but the agricultural research performed in Rome also may have far-reaching benefits to farmers in New York and across the nation.�

FAA granted a two-year Certificate of Waiver or Authorization (COA)
to use a PrecisionHawk Lancaster Platform UAS
it weighs approximately three pounds and has a wingspan of four feet

specific UAS projects include detection of insects, weeds, diseases, crop characteristics,
crop biomass and background soil characteristics in two farm fields
flights will take place at or below 400 feet, and
will last up to 60 minutes from takeoff to landing
they will be repeated as needed to take geospatially-referenced imagery as part of the agricultural research

the site also will manage unmanned agricultural research flights from Joint Base Cape Cod in Massachusetts

the Griffiss team also plans to work on developing test and evaluation processes under FAA safety oversight, and
conduct research on sense and avoid capabilities to prevent collisions with other manned and unmanned aircraft

the data will help the FAA in researching the complexities of integrating UAS into the congested Northeast airspace'
according to FAA Administrator Michael Huerta

ξ Griffiss International Airport in Rome is one of 6 locations selected as unmanned aircraft system test sites
ξ Bases in Syracuse, Plattsburgh and Fort Drum will also be involved in testing in Central New York
ξ Griffiss is a part of the Northeast UAS Airspace Integration Research Alliance,
ξ which will headquarter two FAA test sites.
ξ In addition to Rome, NUAIR will host a test site at Joint Base Cape Cod in Massachusetts.

ξ NUAIR is an alliance of more than 40 private and public entities and academic institutions
ξ from across New York and Massachusetts that have partnered to promote Griffiss as an ideal location to conduct testing and research.

ξ Officials say NUAIR could generate nearly $700 million in new York and Massachusetts, and more than 4,000 jobs.

ξ "Today's announcement, recognizing the NUAIR team as an official FAA test site,
ξ is a slam dunk for Central and Northern New York," said Sen. Chuck Schumer.
ξ "This unmanned air systems research and testing will usher in jobs while benefiting key industries,

ξ Central and Northern New York will become the Silicon Valley of unmanned systems advancements."

ξ Drones could be seen in the sky as soon as four months from right now.
ξ Each base will have to undergo an annual evaluation to make sure they are still up to date with their technologies.
ξ All drones involved have GPS systems to let those testing them know exactly where they are.

ξ One of the main reasons the Adirondack Mountains were chosen as a testing location
ξ was due to the limited commercial air traffic which is seen in the area.

ξ that would allow the use of unmanned aircraft systems for both commercial and law enforcement use in New York State
ξ the bill to create specific lawful uses for unmanned aircraft,
ξ including use in airspace designated as a Federal Aviation Administration test site and
ξ use in connection with a valid search warrant
ξ it would prevent UAV from being improperly used by creating two new crimes:
ξ the illegal use of an unmanned aircraft to capture images and the offense of possessing or distributing the image
ξ states that create favorable regulatory and business environments for the industry and the technology
ξ will likely siphon jobs away from states that do not
ξ Ball will also introduce a bill that is industry-friendly and aims to bring these new jobs to New York
ξ plans to include regulations and restrictions in the bill to protect residents from unwarranted surveillance
ξ formulating the proper legislation and regulations seen to be critical in protecting rights and freedoms

OceanServer develops and manufactures autonomous, lightweight UUVs
for military and commercial applications that involve intelligence, surveillance and reconnaissance (ISR);
anti-submarine warfare (ASW); and mine countermeasures.

L-3 OceanServer to be integrated into the L-3 Sensor Systems segment.
The acquisition was one of the first L-3 moves into the unmanned vehicles market.

Iver is commercially developed low-cost UUV for coastal applications such as sensor development,
general survey work, subsurface security, research, and environmental monitoring.
One person can carry the UUV, which features point-and-click mission planning.

Air Force Research Laboratory looking for seamless, adaptive, and self-healing airborne networks
Officials of the Air Force Research Laboratory's Information Directorate in Rome, N.Y.,
have issued a broad agency announcement (FA8750-18-S-7001) for the Aerial Layer Networking program,
which seeks to create advanced airborne networks for contested and congested airspace.

Today's aerial layer networks limit combat effectiveness,
especially in highly contested, operationally limited (CDO), and
significantly congested environments in which communications can be considerably degraded.

Adequate capabilities for airborne network management are lacking today,
which creates a need for ways to manage and
plan today's multi-information link based airborne networks and
tomorrow's heterogeneous-based architectures.
