$1 million for inventing Unmanned Aerial Vehicles (UAVs) to deliver government services

ξ The UAE government launched an international competition with a cash prize of $1 million
ξ for inventing Unmanned Aerial Vehicles (UAVs) to deliver government services in the country
ξ companies, universities, creative individuals and specialised professionals will all be invited to participate in the competition
ξ initiative announced by Mohammed Abdullah Al Gergawi,
ξ UAE Minister of Cabinet Affairs and chairman of the Higher Committee for Mobile Government during the Government Summit in Dubai
ξ competition will be run by a committee of specialists in UAVs and government officials
ξ they will evaluate how effectively each UAV innovation would add value to government services
UAV inventions must:
ξ meet global safety standards,
ξ must be highly reliable, and
ξ must be capable of covering a reasonable geographical range within the city that will use them
Contestants’ submissions should include:
ξ a full proposal detailing all technical features required for the drone to carry out a defined government service
Technical details and processes for the competition will be announced soon, the statement said.
The winner will be announced in May 2014 and the idea will be implemented within the UAE federal government
The UAE says that it aims to develop drone technology to deliver civilian services more “quickly and effectively.”
Potential applications include:

ξ traffic and infrastructure monitoring, and
ξ services in health and education
This will support the government’s drive to deliver private-sector standards of customer service.

Aerial drones could be used to deliver vital documents and medicines within a year

ξ two prototypes of the small, unmanned craft were unveiled at the Government Summit

ξ “What these things are best suited for is delivery of small, light value things

ξ Dr Raford said the battery-operated drones, which could cost as little as Dh4,000,

ξ “Prices are dropping as technology advances.
ξ One part of the reason we are exploring this is because economic and technological feasibility
ξ are coming together to deliver high-class services.
ξ “I have seen so many of these things in my friends’ and colleagues’ homes.
ξ A year ago when I was speaking about drones and flying vehicles, everyone thought I was crazy.
ξ Now, everyone has one in their house.
ξ There has been an exponential decrease in price and an exponential increase in usability.”
ξ Mohammed Al Gergawi, the Minister of Cabinet Affairs,
ξ said the drones would be tested for durability and efficiency in Dubai for six months and introduced within a year.
ξ “Technology is moving very fast.
ξ Largely like any design, this is an experimental process and
ξ we are testing various ideas and options and looking to explore how they will be useful,
ξ and making sure we can cover some of the contingencies so we can use them some day for government delivery.”
ξ Abdulrahman Alserkal, the Emirati engineer who designed the project,
ξ said fingerprint and eye-recognition security systems would protect the drones and their cargo.
ξ Dr Raford said the UAE would be able to use drones for civilian purposes,
ξ unlike in other countries where they had run into problems.
ξ “The issues are not technical but regulatory.
ξ We have lot more freedom to design a regulatory system
