U.S. Department of State Publishes Changes to Regulations That Control Exports of Satellites and Related Items
The U.S. Department of State published regulations
that will fundamentally change the nature of U.S. export controls
on satellites and related parts and components.

These changes to Category XV (Spacecraft and Satellites) of the U.S. Munitions List (USML)
allow most commercial, scientific, and civil satellites and
their parts and components to move to
the Department of Commerce�s Commerce Control List (CCL).

These changes are part of the President�s Export Control Reform Initiative, and
will increase the competitiveness of cutting-edge,
well-paying U.S. manufacturing and technology sectors
by better aligning our export controls with national security priorities.

This revision removes from the USML:

a) Communication satellites that do not contain classified components;

b) Remote sensing satellites with certain performance parameters;

c) Any spacecraft parts, components, accessories, attachments,
equipment, or systems that are not specifically identified in the revised category; and

d) Most radiation-hardened microelectronic microcircuits.

Furthermore, the rule allows satellites controlled by the CCL
that incorporate certain parts and components controlled by the USML
to remain CCL-controlled, if certain conditions are met.

It also removes from the USML certain spacecraft,
while supporting the U.S. National Space Policy
by creating conditions that allow the U.S. Government
to more easily host payloads on commercial satellites.

The changes to the controls on radiation-hardened microelectronic microcircuits
take effect 45 days after publication of the rule,
while the remainder of the changes takes effect 180 days after publication.

Lifting of Export Restrictions on U.S. Space Systems
The Aerospace Industries Association applauded the Administration�s issuance of revisions to Category XV of the U.S. Munitions List (USML)
that will end excessive restrictions on space systems like commercial satellites and related articles.
The interim final rule will remove many of these less sensitive technologies from the USML and
place them under the more appropriate controls of the Commerce Control List.

In a 2012 report, AIA estimated that U.S. manufacturers lost $21 billion in satellite revenue from 1999 to 2009,
costing about 9,000 direct jobs annually once USML controls were applied to commercial satellites.
This rule implements legislation passed by Congress in early 2013
allowing the Administration to once again have discretion to control these technologies for export.

This revision, together with the re-authorization of the Export-Import Bank by Congress later this year,
would dramatically level the global market playing field and
greatly enhance the prospects for U.S. companies selling space related goods and services overseas.

The projected international market outside the United States for satellite manufacturing and
launch services through 2021 is $132 billion,
with developing markets in South America and the Middle East experiencing a steady increase in growth.

Ex-Im Bank increasingly provides the export financing that helps U.S. space manufacturers compete on a level playing field for foreign customers.

Both actions are required for the United States to maintain a strong industrial base,
support our efforts in manned space flight and boost space-related jobs.

In 2012, the Administration�s budget request for 2013 non-classified military space programs was $8 billion.
Through sequestration-related cuts that number has been reduced $7.2 billion
� a 10 percent reduction even as potential adversaries continue to grow their space investments and capabilities.

While government spending on space has declined, the space market is rapidly changing with new opportunities in commercial space emerging.
It therefore has become even more important to increase the space sector�s sales in the commercial arena and enhance its global competiveness.

AIA expresses its appreciation to the Administration and Congress for the removal of these stringent export controls
on essentially commercial space technologies, and encourages them to work together again to make US companies and
their space products and services more competitive in the international marketplace by supporting the reauthorization of the Ex-Im Bank.

Healthcare
Healthcare is arguably the only major industry in the world that hasn�t embraced automation!
The annual U.S. spend on healthcare is nearly three trillion dollars (more than 17 percent of GDP)!
The World Health Organization ranks U.S. healthcare system below almost every other industrialized nation in the world!
One obvious and difficult result of this lack of automation is the worsening primary care provider shortage.
Average wait times for a patient to get primary care are staggering.
In fact, among developed countries, only Canada has longer primary care wait times, and theirs are now improving.
This already untenable strain on the system is getting worse.
It�s exacerbated by population growth, the increasing average age of population, and
the introduction of new patients to the system under health care reform.
Every year, the U.S. population grows by more than 1.5 million, and every one of those new people needs healthcare!
The average age of our population is rapidly increasing.
By 2025, the Census Bureau projects a 36 percent growth in the number of Americans over age 65.
The elderly need more healthcare than the young.
The new healthcare reform legislation will help introduce 32 million previously uninsured Americans into the delivery system �
most with a substantial backlog of care needs that will have a major per capita impact on demand for care.
